Summary

This PR updates the brand name for PowerShell across the repository.

Why

Since the PowerShell Core project continues to evolve and replace Windows PowerShell this change makes more since. Microsoft seems to simply use PowerShell as well and only specify "Core" when needed. Newer versions of Windows will start using PowerShell Core by default simply under the alias of PowerShell and eventually Windows PowerShell will be replaced altogether.
